The “Silk” Law by Decree of Necessity
Relevant sources revealed to Al-Qabas a government orientation to approve the law establishing the northern economic zone (the Silk Project) through a necessary decree during the coming period and before the start of the next session, with the aim of accelerating the necessary executive steps to complete major development projects in Kuwait. An informed source revealed that the government has 19 projects within its executive plan, the most prominent of which is the Silk Project, which needs to be legally approved by decree for the end of the parliamentary recess.
Sources said that the General Secretariat of the Council of Ministers prepared a memorandum on the government’s consultative meetings and the implementation plan of the projects, which came with the aim of addressing the economic repercussions resulting from the Corona pandemic, by preparing a quick plan in which the achievements of major development projects are outlined. And he indicated that the memorandum referred to the presentation of the Minister of Foreign Affairs and Minister of State for Cabinet Affairs to the Council of Ministers on the appropriate mechanism for setting the most important of these projects, and the procedures that were discussed during the meetings, as follows: 1 - The Silk Project and the adoption of the law by decree of necessity at the end of the parliamentary recess, a project that the late Sheikh Nasser Sabah Al-Ahmad - may God have mercy on him - took care of. 2 - A project to invest in Sheikh Jaber Al-Ahmad Al-Sabah Bridge sites, including artificial islands, and put the project to a real estate developer to invest those sites. 3 - Urgency in the entertainment city investment project. 4 - Housing projects. 5 - Investing in parks and squares located within the regions. 6 - Planting carrots. 7 - Ministry of Health projects. 8 - Environmental fuels. 9 - Kuwait International Airport projects. 10 - Renewable energy projects. 11 - Converting the Wafra area into a tourist area. 12 - Establishing a site for modern and advanced exhibitions in the Sabiya area. 13 - Preparing an area of land in the Subiya area to attract fast food trucks. 14 - The ceremonial completion of the “easy” application. 15 - An electronic certificate of thanks from His Highness the Prime Minister is sent to the recipients of the front row reward. 16 - Beautification of Kuwait City. 17 - An initiative for afforestation with the start of the agricultural season next September. 18 - Failaka Island Project. 19 - The initiative of recreational centers in the six governorates.
